One of the comments, from a lecturer at the Faculty of Engineering International program, explains in detail what the "incorrect uniform" actually is. The teacher also adds an opinion, but you can check that out for yourself:
"The so-called incorrect uniform is a green hip length lab jacket with the engineering logo on it. Students above first year have been allowed to wear this for years as an officially sanctioned alternative to the standard uniform. The new rule is only at the faculty level and not university wide, (yet). As the story implies, junior and sophomore students at other faculties can wear street clothes. I expect to see a similar move by other faculties"

Engineering students of Chulalongkorn University have reacted angrily to an announcement that warns them to wear their uniforms correctly while outside classes otherwise they could face disciplinary action.
The action includes getting their conduct scores deducted and being stripped of the right to get a scholarship and an honorary degree.
The announcement was issued by the Engineering Faculty's student affairs office, effective from Feb 7.
Comments critical of the warning have been posted on Twitter.
One of them wrote satirically that if this was applied to other faculties such as mass communications, architecture and political science, nearly all of the students would have been penalised.
In the latest response, a group of engineering students issued a statement calling for the revocation of the announcement, saying that it was unnecessary and backward.
